The 1787 convention that produced the U.S. Constitution was full of angry debate that threatened collapse over legislative representation.  During the convention, delegates knew they were into history making. The result was an historically astounding accomplishment, everything the United States stands for was hammered out in barely four months at Independence Hall in Philadelphia. Exceptional men, continuously revisited issues and compromised. They were not in Philadelphia to create change. They were there to write a political-legal document to create a national government for the United States, one that controlled the abuse of power and protected the rights, freedom, liberty, and security of the American people. To preserve these ideals the delegates  established the amendment process in Article V to address societal and governmental needs for change.  Constitution Day is September 17, 1787 each year and is the date which 39 delegates signed the U.S. Constitution to be put forth to the states for ratification. Article 7 of the U.S. Constitution provides that ratification by 9 of the 13 states which comprised the United States in 1787 shall be sufficient for the establishment of the Constitution between states which happened June 21, 1788. The first president of the United States, George Washington was unanimously elected and sworn in as the president of the United States the following year. He served at the president’s mansion in Philadelphia, Pennsylvania, 1 block away from Independence Hall where the U.S. Constitution and Declaration of Independence were signed.
